This is a very early printing, in a newspaper, of the proclamation Abraham Lincoln made toward enforcement of freeing of southern slaves. President Lincoln issued the preliminary Emancipation Proclamation in the midst of the Civil War, announcing on September 22, 1862, that if the rebels did not end the fighting and rejoin the Union by January 1, 1863, all slaves in the rebellious states would be free. The proclamation by Lincoln is on page #310 covering most of the middle column.

Note: Joseph Morgan Showalter was born in Lancaster County, Pennsylvania in 1845. In 1862 he enlisted as a private in the 124th Pennsylvania Volunteer Infantry and fought in the Battle of Antietam and Chancellorsville, after which his enlistment ended. When Lee marched into Pennsylvania in 1863, he enlisted in the 29th Emergency Militia and served as a corporal. The unit was held in reserve and discharged in August 1863. In 1864 he enlisted as a quarter master sergeant in the 2nd Pennsylvania Cavalry and served at Petersburg and Appomattox. He was discharged on June 12, 1865. After the war, he was involved with the Grand Army of the Republic. He died in 1942 at the age of 96-97.
