WAX PORTRAIT OF JOHN JERVIS, 1ST EARL OF ST VINCENT, BY JOHN FLAXMAN 6½" x 5½" framed Admiral of the Fleet John Jervis, 1st Earl of St Vincent GCB, PC (9 January 1735 – 13 March 1823) was an admiral in the Royal Navy and Member of Parliament in the United Kingdom. Jervis served throughout the latter half of the 18th century and into the 19th and was an active commander during the Seven Years' War, American War of Independence, French Revolutionary War, and Napoleonic Wars. He is best known for his victory at the 1797 Battle of Cape Saint Vincent, from which he earned his titles, and as a patron of Horatio Nelson. Despite having a fierce reputation for discipline his crews had great affection for him, calling him Old Jarvie.

Letter, Signed to "His Excellency, the President of New Hampshire". (Probably secretarial), document, "In obedience to the orders of Congress I have the honor of transmitting to your excellency…copies of a letter from Chev'r. Jones (John Paul Jones) to me…advising that Algiers has declared war against the United States." Signed, John Jay "In July 1785, an American merchant schooner…was boarded by Algerian pirates. Its crew of 21 was taken to Algiers and enslaved - for 12 years….The hostages soon caught the attention of the Continental Congress in Philadelphia to which John Paul Jones sent word from Paris that Algiers had declared war. John Langdon was the "President", i.e. Governor of New Hampshire in 1785. Watermark on document is oval with crown at top of double border at center is a seated figure holding a staff and cross decorated shield at the base.
