Thomas Bolling Robertson Governor
Thomas Bolling Robertson Governor of Louisiana ALS 3pp ALS dated July 12 1812 from New Orleans. Written to Fulwar Skipwith former governor of the annexed Republic of West Florida concerning unrest in eastern Louisiana amid news of the US declaration of war against Britain:?New Orleans 12 July 12 Dear SirWm C Clairborne having resigned the office of Gov of the Orleans Territory I would immediately go unto your part of the country but that the question of your annexation will be taken up and decided in a day or two after the meeting of the State Legislature which will take place on the 27 instant. - if from any circumstances at present not forseen or anticipated the state should not agree to the annexation of the territory in which you reside I will repair to Baton Rouge for the purpose of examining the ?------ presentation till some other govt shall be established. We appear to be inundated and that too all at once by a variety of pests in the shape of Wilkinson[ ] Claiborne and two hundred black troops landed at Pensacola from Cuba. I think with alarm on our situation. I feel grieved and astounded that our defenses at this bountiful epoch should be in the hands of primarily the most weak and wicked men of our country. Claiborne has had a kind of control over the navy on Sunday before we had heard of the declaration of war he dispatched one of the two armed ships we had on this river to Vera Cruz under the pretext of carrying home his Spaniard the other about the same time he sent to the Havannah to accommodate a Mr Kingston a consul The probability is that both these vessels will be lost to the U States but Claiborne got all the votes of all the Spaniards in this country!I enclose you two papers containing something from J Randolph. ?be pleased to submit my respects to Mrs Skipwith & believe me with sincerityYour friend & SevtTh B RobertsonFulwar Skipwith EsqMonte SanoThe Spanish colony of West Florida which stretched from the Mississippi River to Pensacola included the land now known as the Florida Parishes of Louisiana. This area between the Pearl and Mississippi Rivers and north of Lake Pontchartrain was the most prosperous region of West Florida. It was also a neglected area of Spanish Empire full of brigands and army deserters with corrupt officials and little to no military presence to enforce the peace. Finally in 1810 the mostly British- and American-born residents in the area rebelled taking the fort at Baton Rouge and proclaiming a Republic. Fulwar Skipwith who had been instrumental in negotiating the Louisiana Purchase as US consul general in France was elected Governor. Their intention was to enter negotiations with the US for admission as a state but President Madison seized the area by force under an executive order claiming it as part of the Louisiana Purchase. Territorial Governor of Louisiana William CC Claiborne occupied the area at the head of US Army troops ignored the provisional government seized the fort at Baton Rouge and divided the area into parishes of Orleans Territory. Unwilling to shoot US Army soldiers the republic's government dissolved.Louisiana was admitted as the 18th State into the United States on April 30 1812 but without the inclusion of the territory of the former Republic. The people of the area were not allowed to vote in the elections approving the state constitution nor in the election of state Governor. This led to fears that Spain was going to reclaim the area and the leaders of the rebellion would soon be in the dungeons of Morro Castle in Havana. The US Congress had passed a bill adding the Florida Parishes to the state but the Louisiana legislature had not agreed to this by the time of this letter. When news of the declaration of war against Britain and Spain reached New Orleans there were few soldiers and only two seaworthy vessels to counter the powerful British West Indies squadron. Governor Claiborne had ordered both ships into Spanish ports on diplomatic missions just before news of the war reached Louisiana leading the naval commander in New Orleans to complain to Washington. This action along with news of Spanish troops landing in Pensacola heightened fears among a people already afraid for their future. The Florida Parishes were officially added to the territory of Louisiana on August 4 three weeks after this letter and the 1819 Adams-Otis Treaty with Spain finally settled ownership of the area. The Wilkinson mentioned in the letter is General James Wilkinson newly arrived in Louisiana after being investigated for treason with Aaron Burr and (rightly) suspected of being a Spanish spy. Small wonder the people of the Florida Parishes feared for their lands and safety!?Thomas Bolling Robertson (1179-1828) was a political rival of William CC Claiborne. Appointed by President Jefferson as Secretary of the Louisiana Territory he was second in command under William Claiborne. He became Louisiana's first US Representative in 1812 when the state was admitted to the Union. Resigning in 1818 he served as Attorney General of Louisiana 1819-1820. In 1820 he became Louisiana's third Governor. During his tenure the long-simmering Anglo-Creole conflict erupted into violence with Robertson's support for moving the state capitol to Baton Rouge seen as the flashpoint that started the riots. He was offered the Federal judgeship for Louisiana as a way to save face while resigning as Governor.
