After France's 1870 defeat in the Franco-Prussian War, numerous military instruction, shooting and gymnastic organizations sprang up throughout France in order to counter what was perceived in the country as gross ill-preparedness for combat. Many of these were combined in 1898 by Edmund Dolphus to form the Union des Societes d'Instruction Militaire de France.
